NGC considered those obverse marks to be consistent with acceptable circulation contact, and not rising to the level of "damage." Although I disagree, it's a borderline case to me and I'm not on the "ridicule NGC" bandwagon for this one. It's VF20, fer cryin' out loud. Marks aside, I've seen worse in VF25.
