Key dates that are still somewhat pricey in that grade there is still a value to it.
was one of the possible reasons I thought of. There's a $350 PCGS price guide spread on this coin between PR2 and AG3. However, you're simultaneously shooting yourself in the foot for the lowball market. The other possible reason (to me) was a joke/novelty thing directed at the lowball market. The lot/free thing - you'd still have to deliberately pick that one to get CAC'd.

I'm not sure there really is much of a low ball market for key date Seated quarters. If there is it has to be much smaller than people who just want it but can't afford higher grades. If it was a common date I would probably feel differently.

Not necessarily. You would just have to say I have this consignment and I want everything sent to CAC free of charge as part of the terms. HA may have done it themselves too, it could be part of their inventory that they're selling

CAC absolutely assures authenticity as well and would buy back a mistake in that area in a second.

They do. But the main point is that we do not submit coins to CAC purely for them to check authenticity.
I phrased my earlier statement incorrectly. I should've said "Slabbed coins with a CAC sticker have been reviewed by CAC, and are considered exceptional for their assigned grade by CAC. Authentication is not the main service CAC provides, but they do guarantee it."
