@lam21, first welcome to CCF. Second it is a little hard to tell if that is a die chip or the result of a hole in the copper plating that has allowed the zinc core to start deteriorating. When I blow up your pic, it become too pixelated to tell for sure, but I suspect the latter. If that is the case, then your coin is worth face value and is spendable.

Dots between the base of 9 and 8 in the date. Photos aren't clear enough to determine reason.

Better pictures would help. I would say Die Chip, but I can't be sure, because pictures are not good enough. Close ups and in focus pictures will be needed.

I am willing to bet it is a plating bubble from zinc rot, possibly from split plating as coop said.

If it's a Split Plating issue, than there's no premium over face value for this. http://www.error-ref.com/split-plate-doubling/

The first thing you should do is weigh the coin. This will tell you what material it is. If it's 2.5g, then it is copper coated zinc. If it weighs 3.1g (or so) then it was struck on a bronze planchet which means it is worth at least a few thousand dollars already. Without knowing what material it is, you cant get a definite answer. Its all speculation based on assumptions.
