I'm going to have to say, "It's not a coin", whatever it is. The artistic style is completely wrong for an ancient coin, and very few ancient coins were made of brass. It seems to be trying to be "Carthaginian", so if I had to guess, my guess would be a "tourist coin" from Tunisia, the modern-day country within which the ruins of ancient Carthage can be found.
