Is this what they refer to as fb -full band? Vertical and horizontal both need to be?

It is the horizontal one I think. It mainly refers to Mercury dimes.

FB or FSB is used to refer to Mercury dimes.

Both FB and FT (Full Torch) are used for Roosevelt dimes.

Yep, Full Bands is a term only used on Mercury dimes. You must mean Full Torch.

Then the question would be, does the OP's coin qualify as FT?

Not quite! FB and FT are BOTH used for Roosevelt dimes.
