What you have is a "de-lamination". The coin alloy was improperly mixed and when struck a portion of metal fell off after the strike. You can tell because the back of the head is formed. on the reverse is also a matching area of delamination as well. This was very common in the composition of the War Nickel alloy, happened on all mints, all years.
