Could be a slight Grease Fill on leg of P. Just making a short P instead of a long P...
No doubling either. There is slight Die Deterioration going on in IGWT, a stretching towards the rim
Oh, and a suggestion. That is a cool DC trinket, I like brass things, BUT... it is metal and hard. It will cause scratches, no matter how careful you are. When placing coins on a surface to photo, use a non-metallic surface, clean plastic or what I use is a piece of Rubbermaid shelf liner. When it wears out, gets too dirty turn over or get a new piece, easier on coins... especially the nicer ones you want to protect!
If it were a Struck Through Grease issue the devices would be enlarged because the grease would fill the narrow part of the die. If it were reduced, then it would probably be victim of a polished die. But to me it looks like a contact mark that removed the lower part of the 'P' clear down the the bottom of the field area.
