The Mint Employee punched the mint mark in a little bit crooked, into the die (mint mark positions will vary on different dies, when they still hand punched mint marks). The mint mark also shows Split Plate Doubling, exposing the Zinc core underneath, from the Copper plating getting too stretched out during the strike. http://www.error-ref.com/split-plate-doubling/
Errers and Varietys.

I've also always wondered about mint marks that are different sizes, namely 1973 D&S LMC.

Unless you see a spread between hubbing, the mint marks are normal even though they are larger.
