To CCF! It's not an error. It's Post Strike Damage ( PSD), meaning that it happened after it left the U.S. Mint. It's been plated by someone. Unfortunately, there's no value for this (the value decreases, since it was altered).

Worth face value, unfortunately. Even though it's a wheatie, it's so heavily damaged it's worth only 1 cent.

If it doesn't stick to a magnet then it's a plated copper Cent .

You can see the plating wearing off on the reverse rims exposing the underlying copper alloy.
