Could be but there are litteraly 105 DDR's for this year and mint mark... so assume it is.

It doesn't really match the shape of the tree and it looks incuse in some images, so I think it's just damage.

Again if it is raised on the coin, then it could be a doubled die, in the center of the design. If the area your looking at is incuse, sink into the coin, then it is damage. Possible coin damage from coin contact and reeds from other coins damaging the fields. But as mention, they will be in the center of the design and look like a doubling of the design from the coin. Not random contact marks on the fields that in incuse.

Looks like damage to me. It could be a scratch.

Might be might not. But with 105 different DDR, almost all of them very minor. does it matter? Yes it might if you can find someone trying to collect all 105 dies, but how many people are doing that?
