Looks like the coin was damaged from what I can see. If the edge area has pushed in reeds near the ONE on the reverse, then it was for sure damaged. But a clearer image of the reeds on the outside edge would be helpful. The two flattened area on the obverse looks very disturbing.
it is just damage. The fact that the rim is still visible and conforms to the odd shape confirms damage. If it were a Mint error, the rim would be missing in those pushed-in areas.
