I came across this gem this morning. Can't tell if its 1986 or 1996 but regardless.. someone said I should have it looked at.. how do I go about doing all this?

Just a damaged coin. This likely spent some time on a highway or parking lot or in some machinery.

I've seen this exact quarter before, here, Facebook, somewhere...

A coin is that is damaged, is not a mint error. Just like buying a new truck and when you get home, you use a big sledge hammer on it.

Does that make it a factory error? So a damaged coin is just a face value coin if you can get someone to take it.

If nothing else, the US Mint will accept that mutilated coin:

(Yes, I know it's not worth the shipping cost, and the mint has a minimum quantity etc etc.)
