I'd like some opinions, please. The is a 1983 D JN. There appears to be a remnant of an "A" behind his head near the E in Liberty. What do you think?

That looks like a damage that resembles a partial A, first clue is that it definitely looks incuse, if it was a dropped letter it would have looked raised.
