It does look like a European cityscape. There are many aspects of the design that are artistically poor, such as the sun's rays not being radial or evenly spaced. I suspect this is a low quality artwork copy of a European cityscape medal. An original medal like this would probably have high silver content. It might be useful to see if a magnet sticks to this one.

The city is Rothenburg, Germany and this is the medal (which has been driving me crazy since the moment it was posted because I was certain that I knew it)

A bit of trivia: Hidden in the Latin inscription is a chronogram which tells the date. Take all the larger-than-normal letters (LVXDIIVILVLVLVMIV), convert each of those letters into its Roman-numeral equivalent number, and add all the numbers up, and you get 1744 - the date the medal was issued.

The Germans of this time period liked putting little puzzles like that on their coins and medals.

I would also agree that it seems to be a replica. Would need better pics of both sides to be more certain.
