Definitely a mint error in my opinion. Looks like an off center to me. Not sure about the Reeded edges.

It looks like You have an off center error! Awesome find! I believe the edge has to do with the off center error.

 something's not quite right here. If it were the letters overlapping then that should only show on the top of the cent, it's showing this "reeding" in areas that the letters shouldn't overlap. Interesting.
