They are cheaper than the metal ones, they are more colorful, and there is a suggestion of gambling. Since you generally have only one and no monetary value they are refereed to as tokens. I have a number of them in my collections. which are posted in my bulk buy thread. I think the political ones are great, because with a lot of the politico's you are taking a gamble electing them no.
