1976 Bicentennial Washington quarter. I do not know if it's a mistake? I think it's uncirculated.

The drum has that wear that the normal quarter does not have.

The weakly struck drums are a very common issue on these Bicentennial Quarters. No premium for this, since it's too common.

Almost looks like a proof in the pics but I guess it wouldn't be since it has a D mint mark.

It takes a lot of metal to fill Washington's head on the obv if the planchet is a little light, this is where it shows. I kept a lot of these when they first came out, until someone explained it to me.

It's ms70. that's why the shine. It's letter D, no proof.
And soon will return to be certified by NGC I am waiting for the papers to arrive to send some coins.

INB is what is called a "basement slabber". (Basement slabber = they pretty much just slab their own coins in cheap generic shells with inflated grades to be sold to new collectors who don't know the difference.) The MS-70 grade is NOT to be believed and would most likely come back from NGC as no better than a 65. So you would be spending $35 to $50 to grade a coin worth $10 or less.
