Maybe you've found these facts already in a search: Gau Hamburg was an administrative division of the NSDAP (Nazi party) https://en.wikipedia.org/wiki/Gau_Hamburg The Volkswohlfahrt was the social welfare organization of the party, so this object looks like it was issued by the Hamburg branch of the Volkswohlfahrt.https://en.wikipedia.org/wiki/Natio...%27s_Welfare I don't know for what purpose.
