The denticles look the same as a swan coin I have...

WD1040 may be on to something here. I think it's possibly from one of those countries that produces pages and pages of commemorative "coins".

Usually small countries or islands, and the coins are made in another country. The pobjoy mint in England makes commemoratives for loads of places like the Isle of Man, Gibraltar etc. So the denticles could be similar.

They also do a lot of them in copper-nickel, not just precious metals.

It could be that is is quite recent and not made it into krause yet.

Also I notice that with some of these countries, they produce so many that krause does not show pics of all of them.

What year was the "swan" coin you mentioned WD1040?

It's from 2007, and yes, I couldn't find it in Krause

I know I've seen this scary design somewhere but since I don't collect proofs, I didn't pay much attention to it..

I've seen birds of that style somewhere too, but I cannot place it.
Although the rough map centers on Europe, I don't think this coin originates there.
