I always thought that eagle was from the Federal Reserve building...

To the right of the bell is a puny-looking eagle. This had been required by law on the half dollar since 1792 and was reaffirmed by the Coinage Act of 1873, which mandated the placement of an eagle on every U.S. silver coin larger than the dime. The eagle was added by Gilroy Roberts, who completed work on the coin following Sinnock's death in 1947.

That's interesting, When it first popped up I thought Germany, but in the back of my mind I seemed to remember seeing it on a Seppo coin! OK, this is not one of my stumpers. It's a beautiful coin though and I love the fact that the 2 sides do not belong together

Of course!  10 = face value eagle with no crown = communist coin. and part of the legend excludes the 1949 series.
