$1 1994 Mor - Messy Lamination Flaw?

This 1994 MoR started it's life as an ugly duckling, and has seen a lot of circulation since it's ill-conceived tumble into the coin chute at the mint. I normally throw any coins with cracks or scratches back into the wild, and there are a couple of PMD spots on this coin. The coin is flat, and the obverse is undamaged.I'm 100% convinced it's a lamination flaw...

Your 100% correct, it is a Lamination flaw.
