@c22, I don't see how this could be anything but damage, but it is odd that there isn't a corresponding flat spot on the other side of the coin.

First,

@Circled22, would you be willing to post close-up shots of the entire area next to LIBERTY? Your third photo is excellent, but I would like to see the full run of that area. Also, would you be able to take a low-angle picture looking toward the remnant of LIBERTY across the top of the area with the missing metal (from the edge of the coin toward the intact surface)?

EDIT: @Spence, could the coin have been cut down from the edge inward?

Yes for example with a milling machine, but that wouldn't create those radial metal flow lines.

There is no way that could happen during the striking of the coin,
especially with the rim missing.
It has to be some sort of PMD

That's a possibility. Notice the notches in what is left of the middle bar of the "E" in LIBERTY. From the metal coloration, it was done fairly recently. A Dremel tool?
