Please don't hold your breath. You're a pretty new member and it would be a shame to lose you already.
There haven't been ANY circulating dollar coins (or half-dollars) in many years now. When the Bush coin DOES come out, we'll have to get it direct from the US Mint or second hand at a coin dealer.

The 2017 half dollars were probably a for circulation issue. There were never any announcements but the 2019 mint report shows that for fiscal year 2018 (July 2017 -June 2018) 8 million dollars worth of half dollars were shipped out for circulation. And awhile back there was a report from a coin roll hunter that he got nearly an entire box of bank wrapped rolls of BU 2017 half dollars. Also if you check mintage figures the typical mintage for halves since 2001 and been 4 to 6 million per year That woud take care of the mint sets, roll and bag sales. But the mintage for 2017 jumps to somewhere around 17 million. Fiscal year 2018 also reports a 3 million dollar seigniorage profit for half dollars, No other year for the past ten years does.

Keep in mind that they could be for circulation overseas.

Do US coins commonly circulate oversees? If so, is the US government supportive of it enough to issue coins just for that purpose?

The US dollar is the official currency of a number of other countries, including Ecuador and El Salvador.

The law has already been passed. It's just a matter of design and minting now.

If politics were played, it would be when designing or choosing the design. It doesn't appear that happened here.
