Hi Inclarity622, welcome to the forum. What you have there is a 2000 SC quarter that has been very badly damaged. The reverse shows what is known as a "vise job", in which someone clamped another coin, in this case a 1995 D cent, together with this one, resulting in an inverted impression on your quarter. Unfortunately not an error or a premium coin, but it should still be spendable. Hope that helps.

The coin looks like someone tried to fake an error by pressing coins together. The flat obverse and the reversed lettering from the 1995 D Cent tell the tale.
