I have a 1943 s over s. With hub doubling on the obverse also.

I have one just like it. It's not an S/S, it is the victim of Die Deterioration Doubling.

Extreme die wear. The steel planchets made the steel die wear out faster. How can I tell. The direction. Die wear moves to the closest rim direction. This happens on all coins. whether die wear (on the older multi hub dies)or Die Deterioration (on the single squeeze dies).
