For this to be an error coin, we need to propose a process at the Philadelphia mint that would produce such a coin.
Maybe someone here knows of such a process. I don't.
On the other hand, it is easy to come up with a process in my garage which produces such a coin: put the coin in a vise and hammer or file some straight edges
