1943 Jefferson Nickel Proof? Or Cleaned?

This nickel has the shine of proof coin but there was no proofs made in 1943. It looks like it has been through a lot of circulation and possibly "reconditioned" which means it was plated to look nice and shiny. Hard to say. It is still a 35% silver coin and a great find.
