This coin is in amazing condition. Clerk at gas station gave it to me with my change. It looks for sure the 196 is thicker then the 3. Thanks to all who reply!

You just have an earlier die state coin. That is why you think it is doubled. That is what the coins look like on these dies while the devices are fresh. Note the fields next to the edge of the die and the rim. No die flow lines, it is fresh as I was many years ago.
