1991 Mint Set With Multiple Mix-Ups

I bought a couple of unopened 1991 mint sets recently and one of the Philly packs is arranged differently. It came with a big copper medal as opposed to the usual small "P" copper, and the nickel inside is from a year earlier!
The coins themselves have a particular quality about them compared to any '91 coin I've come across, and definitely stand out from the other three packs. Their strike is very deep, the surfaces flash with reflectivity, and the metal has incuses all over it that give them kind of a 'tumbled' look.
The nickel especially is very... moon-like.
Any thoughts on it?

The edges and reeds are also sharper, with no bevel to the reeds on the 50c, and the coins were rotated by only about 1mm in the pictures to show how flashy they are. I can't get over how cartoony they look with these bulky devices.

So what does that large medal actually say? Maybe front/ back pictures of it would help solve the mystery?

One set is a different year. 1990 and 1991.
There was a set of these Souvenir sets from each mint on ebay:

Yep Mint souvenir set. Only available for purchase at the mint of issue. Yours either has a packaging error, or the 91 P nickels weren't in production yet when the set was made up.

Oh and the souvenir sets only had that mints coins in it, it didn't have the coins from the other mint. So you have 1 1991 mint set, half of a second 1991 mint set, and one 1991 P souvenir set.

Souvenir set! Yep, that's it. Very cool. If only there were a way to see what's inside the pack without opening it I might have some additional value here But I'll keep it in tact for the nickel alone.
