So I understand this coins quality makes it worth .03 cents but my question is, is the mint mark one which should have been re-punched but was missed by the mint? I don't see evidence of post mint damage.
And if it is a mint error, does that mean it's worth more?
Never seen this before.

Looks to be a broken mintmark, simply due to wear and tear of the punch.
