2004 Canada $8 Grizzly Bear

Hey gang, every one of these coins I've seen has heavy rim tarnishing in two or three spots. Any idea why? I've only ever seen two coins grade perfectly (PF70) and I think it is because they were sent to the grades soon after minting in 2004. Any idea why they are all tarnished on the edges in 2 or 3 spots? Is this from people using their hands to put the coins in the capsules at the Mint?

the capsules are easily opened, so I am sure air got into them, hence/toning..

I do not know, what could cause it, but understand, what does OP speak about.

I had 2004 Arctic Fox (1oz and 1/2oz) out of a set, and 2005 Lynx (1oz and half oz)out of the set - picked them up from a different sellers from ebay (none of sellers mentioned coin condition), so the coin's rim looked like below - pay attention to the black areas
