1988 Lincoln Penny - Ridge Ring Error Question- Help Needed Please..

Hi guys,

I found this 1988 Lincoln Penny and noticed that the Obverse and Reverse have a Ridge Ring. But what are the small bumps/circles on the Obverse along the Ridge Ring at 9 and 10 o clock approximately? (See close up photo). Are these bumps/circles common when the die deteriorates?
