This is most likely MD, note the shelf like doubling and also the serifs not splitting

Just MD - keep looking! Also you could search for Machine Doubling onthis forum as there is a lot of good info decsribing how to determine it from a legitimate doubled die.

Machine Doubling - note that the doubling doesn't seem to align in one general direction either as seen with most types of DD.

But from what I can tell on the a it doesn't look like it's reducing the size of the device or any of the devices on this going if any they look enlarged

The devices have been reduced, your photos prove that.

It's Machine Doubling sadly.

Also there is another issue with the die that is making it look like the devices are enlarged. That is Die Deterioration Doubling. Note how the devices are looking a little distorted? That is from die breakdown. This will be seen on the part of the devices that are closest to the rims. On your coin the tops/bottoms of the devices. But the biggest clue that it is Machine Doubling is the area affected. Note it is on the outside edges of the devices. It is were a doubled die, then the spread would be in the centers of the devices, not on the outside edges of the devices.

Note how the devices show a spread in the centers of the devices? That is where they are enlarged.
Also Machine Doubling removes the contour of the devices. What does that mean? When a single light source is used on the devices of the coin, the light shows a light color on the tops of the devices, fading to black on the deeper areas of the devices. Note the hub doubling has enlarged these devices, (Similar to the MD) but the contour is still there, but in two segments.

A single light source to show light and shadows and a diffusing the light source to allow light and shadows to happen. Keep the light source above the coin, not at a low angle. I use a 14 what bulb, or a couple of sheets of paper to reduce glare from full shots of coins:
