1976 P Kennedy Half - Odd Mark- PMD Or Something Else?

First thought it was a tool mark, but then looked closer and it looks different than tool marks that I have seen. Probably just PMD , but thought I would share and ask. Report this Post to the Staff

Rather this looks like a counterstamp, which would have been done after the coin left the mint.
