I'm not really sure at all what this is. It does seem to be serial numbered but I don't see an obvious denomination. It seems like the back is set up to have information entered.
I believe it to be Japanese. The cutting of the bottom edge leaves something to be desired. 115 x 65 mm in size.
I think Chinese. There doesn't appear to be any Hira or Kata which would definitely be expected with JP currency or any other paper item, especially with this much text.
What I take to be a chrysanthemum in the center of one of the stampings on the reverse is what inclined me to think Japanese. Maybe an item from China under Japanese occupation?
I forgot the date was likely to be on them somewhere (it is!) At least on your example it's the upper curved line of text under the title, running right to left, and which dates it to the sixty seventh year of the Republic of China: 1978.
