Not just grading, but do you think some of that whitish detail is PVC residue? The Bank of Montreal kept their commemoratives in PVC flips for the longest time. Hard to tell if that is just tarnish or actual damage.

The coin looks MS. Most likely some PVC damage. This one is a good candidate for a dip in E-Z-Est.

Will it continue to get worse even if it isn't in PVC?

Yes. There is already chemical transfer to the coin's surface.

MS details.
Unless it has some sentimental value it's worth melt only.
If you want to keep it try acetone first.
"Dipping" is not considered cleaning...

Yeah there is sentimental value it was my friend's fathers until he passed away.
