Actually it is Die Deterioratio Doubling ( DDD). Just the die voicing its age. This happens as the die ages and the devices appear to be moving in the direction of the closest rim.

Date the right, Liberty to the Left and Motto and all reverse devices towards the outer area of the coin. Just what happens as the die ages. Not s doubled die, or a keeper. Just a spender.
