It sure looks like the mint mark is dbl'd, why did you put a question mark in your title ? Since the coins were changed from mostly copper to a zinc alloy mix, I have seen things like this that are not an actual dbl'd m/m.Although I can clearly see the remnants of the first "D", BUT I COULD BE WRONG!!
Not sure this is a RPM. The jagged edges on the underlying mint mark are suggesting that the punch pierced the copper layer and corrosion is just pushing the copper layer upwards creating the illusion of a 2nd one.

I have seen the die pierce the plating before and give this appearance, however, I would like to actually hold the coin, it (from the photo) is deceiving... Why did they ever change the mostly copper coins,
