XF Details, it has since toned over, but I'm seeing a lot of hairlines under that toning.

First,

I think this one would have a technical grade of VF-25 or VF-30, but could face some eye appeal adjustments. I think there was an old cleaning, but it looks toned enough to be market acceptable. The bigger issue is the pitting and chatter on Washington's cheek and minor chatter on the Liberty Bell. The obverse pitting is in the visual center of the coin, and is distracting. I could either see a 95 Code (scratches) detail designation or more likely an eye appeal knock to the next lower grade (VF-20 or VF-25).

Based on the amount of wear it's an EF coin. EF-40 details, scratched.
