Gotta go with my first thought seeing it before scrolling and seeing other grades, I said EF40 then waffled from 25 to 45 but I think it's a solid EF40 with a bit of weaker strike on the reverse.

Looking at PCGS's photograde subsection on 1917-1924, it looks like VF35 to me and not higher due lack of lines in eagle's wings and modest wear in the upper obverse detail.
