They are die chips caused by the inner posts on the numbers breaking down.

These are Die Chips. They are common on the 50 State Quarter series. The area on the die had a small area that, through repeated strikes or maybe accidental contact, broke off of the die. This allows metal of the planchet to flow into the missing area on the die leaving a small raised area.
