Are you talking about the light colored areas? It looks like it might have been tape covered for a long time. I've bought bulk Peace dollars with a similar thing going on. When it affects the toning, it's pretty much permanent.

There I circled some of the most obvious if you click on the pictures you can can clearly see on both sides

Have to agree with others, not seeing anything for multiple strikes, the front looks like some distortion of the surfaces due to some tarnish from a piece of tape and the chemicals that go with it

I do like the look of the reverse though, the devices have a nice circulation cameo
