As to value, I'm not sure but I get the feeling that the market for non-US error coins is much thinner. Hopefully others will weigh in on this question. Yes, this has been my experience. I have a few minor lamination errors like that on European coins (an Irish 1 P, and a Danish 10 Ore), and I have not been able to sell them on US ebay at a price of just a few dollars.
