I am not sure what to do with this penny. Should I send it in to be rated? The 4 is definitely messed up.

Yes, the 4 is messed up from taking a hit that moved the metal.
No premium for damage and certainly not worth spending $50.00
on getting it graded.

You should post full obverse and reverse photos of the coin, especially if asking about weather it is grade worthy. Also it looks like the 4 took a hit shifting the metal.

Thank you for your help with this coin...I wasn't sure what the error was. Since it is a common error should I keep the coin?

This is NOT an error, it was caused by taking a blow in circulation, so it's post mint damage ( PMD). No, not worthy of having it third party grading.
