to CCF. No doubt Rosevelt had a Botox injection here! Ok... seriously, I'm going to lean towards some form of excessive heat being applied to your coin which caused the blistering. Not sure I have seen this before, on both sides, but you can be assured this is not a mint error. It did not leave the mint in this condition. People do a lot of crazy stuff to coins. I may start myself just to experiment :)
As Bumpkin said, definitely heat damage, post mint. How? Who knowns. Damage is damage however produced. Yes, an oddity, but not one that comes with a premium.
