Looks more like circulation wear, on the affected coin from the images above?
Variety Vista mentions 6 different RDV-006 reverse dies were affected:
Die 01:

So it is a Year reverse die variety with 6 different known die examples, with two of them having a DDO's.
So it is more than just the head affected. The last three year varieties are the only ones showing the heads. The first three don't? (why?) But mention of Islands is probably significant? Gets deeper the more you look at these?
So the Islands and the brow are affected:

I wasn't covering that side point. I was figuring out what the RDV-006 mention on the PCGS involved, and it was also the Islands that are involved in this. Not just the mark on the brow that is missing. So if the Islands don't match, then it is not the RDV-006. Unless I'm still missing something.

The islands are a match.

Also on the FEV- RDV-006, the craters have extended overflow lines before and after the second L in DOLLAR and there is also a overflow line between the N and E in ONE which is not on a normal 1971D Ike Reverse.
