This is definitely PMD.

It is only an error if it happens during the striking of the coin.
Unless you can explain how that could happen at that time, then
the alternative is damage.

Why would you think that was anything other than PMD . I assure you it didn't leave the mint looking like that .

PMD would be my guess. I can not think of anything that could have caused that on the dies.
