I presume that this is damage of the reverse on the words of STATES OF

Not damage,it is a known weak area.

It happens if the weight is slight under or a partial Grease Fill on that area. Most the metal is taken by the obverse design on that area that is so tall:
1998-Of-Damage-On-Reverse
Note the arrows. That shows the difference between the two striking events.
