Contact your Post Office - they should have Geo tracking on the number that tells them where it was scanned as 'delivered' But sometimes, the tracking is processed before delivery. That has happened to me a few times, tracking marked as delivered, but it was delivered next day..

Got the package. I am 1 for 2 with the Morgan proofs as well. One had green gunk again. Unlucky. The mint is sending me prepaid shipping for this one though

For lint/fibers in capsule I've tried air blowing them out with hair dryer. Sometimes has not worked. Last time I took a coin out of capsule (use nitrite gloves), I sprayed the capsule the my liquid glasses cleaner, wiped with microfiber cloth, got rid of the lint/fibers. I let it dry good before putting coin back in capsule. Don't think there's much if any chemical residue left that might contact coin. Lens cleaners are mostly alcohol, not the drinking kind LOL.

what other ingredients are in the lens cleaning solution? I would be worried of any out-gassing of them to your coins.

The bottle does not say ingredients. I made sure the capsule was completely dry. I've only done it with one capsule, 2023 UNC Morgan that the lint/fibers would not come off with air. I'm not very concerned about it, but time will tell.

But from all the lint stories, capsule issues and ectoplasm looks like the mint needs to amp up its quality control.

Well, I won't use lens cleaner on capsule again. Rather than the wife's hair dryer, next time I'll try my garage air compressor, crank it up to about 150-200psi, use a glove and hold onto capsule tight LOL.

Be careful with canned air, if shaken or in a wrong position the liquid can shoot out and damage coins or camera lens
