that looks like rust. Where was it found? if it was in water with other iron items the stain can transfer to anything else in the water.

Your dime has environmental staining/tarnishing/discolourization. Usually this is from chemical reaction, such as perhaps having been buried in acidic soil or living in a car's cup holder for a while. Value is still 10 cents.
